Mauritius and France Sign Framework Agreement on Co-Management of Tromelin

The Government of Mauritius and France signed, yesterday in Port Louis, a Framework Agreement on the co-management of Tromelin and three implementing agreements.

The Framework Agreement was signed by the Minister of Foreign Affairs, Regional Integration and International Trade, Dr Arvin Boolell, for the Mauritian side and the Secrétaire d’Etat chargé de la Coopération et de la Francophonie, Mr. Alain Joyandet, on behalf of the Republic of France.

The Framework Agreement provides for the establishment of a regime of economic, scientific and environmental co-management relating to Tromelin Island, as well as its territorial sea and Exclusive Economic Zone.

The three implementing agreements relate to fisheries, archaeological research and to the protection of the environment. Both the Framework Agreement and the implementing agreements do not prejudice the respective positions of Mauritius and France on the issue of sovereignty over Tromelin.

During the signature ceremony, Minister Boolell pointed out that the Framework Agreement aims at establishing an active partnership between Mauritius and France in various areas. It will enable, amongst others a responsible management of the environment of Tromelin as well as its territorial sea, he said

The preparation of a management scheme pertaining to the environment and a plan to combat the dumping of pollutants are scheduled, the Minister said. According to Dr Boolell, the issue of the sovereignty of Tromelin remains a friendly dispute between the two countries and both Mauritius and France have on various occasions discussed the issue without actually finding any solution. Mauritius, he said, attaches great importance to the question of sovereignty of Tromelin and wishes that the matter be resolved in a near future. He underlined that Mauritius has a solid judicial structure regarding its sovereignty on the island.

For his part, the French Secretary of State expressed satisfaction on the signature of the Framework Agreement which highlights the excellent bilateral rapport that exists between both countries. It also bespeaks of the will to consolidate even further this partnership, he said.

There are other spheres which need to be explored such as the management of natural disasters, meteorology and renewable energy of marine origin, remarked Mr. Joyandet. These will help to further deepen and diversify cooperation ties between our two countries which are already solid, he highlighted.
