Americans need to understand that the neutrality and secrecy offered by offshore financial centres has served and continues to serve a legitimate and valid purpose in some situations. On the other hand, those centres should have been quicker to realise that the major democracies are in a different category from corrupt and repressive countries, and they should have been more discerning about accepting noncompliant clients from those countries, which would have avoided their being compelled to disclose them now.
