The Financial Services Commission (FSC) is a body corporate deemed to be established under the Financial Services Act 2007. The FSC is the integrated regulator in Mauritius for the non-banking financial services and global business sectors since 2001. Its key functions are to license, regulate, monitor and supervise the conduct of business in these sectors, as provided under S.6 of the Financial Services Act 2007.
The FSC seeks expressions of interest (EOI) from law practitioners and/or law firms with a view to establishing a list of professional legal service providers to provide professional legal services covering:
- all areas of law and corporate transactions that the FSC may be involved in from time to time and/or
- the field of financial services generally.

Eligibility Criteria
The information provided in response to this invitation for EOI will be used to place the interested law practitioners on a database for possible retention of services as dictated by the FSC’s operational needs with respect to factors such as the following:
- number of years of practice;
- expertise and experience in the subject matter with respect to which services are required;
- willingness and ability to provide cost effective and high-quality legal services to best represent the FSC’s interests in a prompt manner;
- the indication of fees usually charged;
- aptitude to uphold confidentiality requirements;
- ability to collaborate with the Management of the FSC, in-house lawyers and other FSC representatives in the best interests of the FSC; and
- availability to discuss urgent issues even outside normal working hours.
The EOI must be supported with the following documents:
- A detailed C.V including a description of relevant qualifications, experience, year of call to the Bar, relevant fields of expertise and an indication of Court cases handled.;
- Related practice area(s) of interest and relevant type(s) of services offered; and
- The proposed billing structure (i.e. flat fees, blended rates or hourly rates) and proposed rates.
All information submitted pursuant to this EOI process shall become the property of the FSC and shall be treated with utmost confidentiality.Expression of interest may be submitted by mail, post or hand delivered at the following address:

The closing date for Expressions of Interest is thirty (30) days from the date of this notice. The FSC shall not be responsible for any costs incurred in the submission of the EOIs.This invitation does not imply any commitment by the FSC to proceed further with the process.
