Mauritius: Public Private Partnership for the Design, Construction, Finance, Operations and Maintenance of the Light Rapid Transit Project for the Mass Transit Unit


The Government of Mauritius (“GoM”) through the Ministry of Public Infrastructure, National Development Unit, Land Transport and Shipping intends to procure the Design, Construction, Finance, Operations and Maintenance of the Mauritius Light Rapid Transit (MLRT) system (the “Project”) through a Public Private Partnership (PPP) model.

The Ministry through the Mass Transit Unit wishes to notify and call for interested parties of an Expression of Interest (EOI) for the design, construction, finance, operations and maintenance of the Mauritius Light Rapid Transit project. The Mauritius Light Rapid Transit (MLRT) project is a significant public transport infrastructure project and is aimed at alleviating traffic congestion by providing an affordable and sustainable public transport alternative within the Curepipe to Port Louis corridor.

The MLRT project will be procured as a public private partnership in accordance with the Public Private Partnership Act No 37 of 2004, as amended. Preliminary details of the public private partnership will be set out in the Expressions of Interest (EOI) document. Interested parties are hereby requested to submit a non-binding response to the EOI, for consideration by the Ministry in short-listing bidders for further participation in the future Request For Proposals (RFP) stage of the MLRT procurement.
